Victor Manuel Vega, age 21, of St. Charles, Minnesota, was charged with possession of a controlled substance — first offense — and carrying a dangerous weapon by an ineligible person at approximately 9:30 a.m. Wednesday, Feb. 26 near the intersection of Highway 9 and Winnmakee Road east of Decorah. A criminal complaint said Vega was initially stopped for speeding by a member of the Iowa State Patrol, who then reported an odor of raw marijuana coming from the vehicle and Vega’s person. The complaint said Vega admitted the marijuana was located in the vehicle’s glove box, and the state trooper also discovered a Glock 45 handgun in front of the driver’s seat — the gun was found to contain nine rounds. Vega was booked into the Winneshiek County Jail at 10:50 a.m. the same day.

All people listed may face charges and should be presumed innocent until their case is reviewed through the legal process.
